- Can't tell you. Actually, there really aren't any "secluded" beaches where you can have a little private rendevous. 90%+ of the sand is public beach, and the rest is privately owned and VERY tightly patrolled. Due to the geography of the area, it's easy access to just about any beach in SoCal. Back in the 70's, public interest groups made sure that every beach have public access. If you want a secluded beach, you might have to go to Santa Rosa Island or one of the other Channel Islands. Sorry.
- In my opinion, it's Malaga Cove in Palos Verdes and Leo Carrillo in Malibu.
- There are a few public accessable ones in Laguna beach and they are worth the drive. 1000 steps is one. Then there is this one on the ocean side of Palos Verdes, this one is awesome! Google maps Rancho Palos Verdes, locate Palos Verdes Drive South, check out Abalone Park, then travel south and find a road that just disappears towards the ocean that is another beautiful beach right next to it.

- Laguna Beach. Keep driving on the PCH until you see a small street called Crescent Bay, and turn into it. Just park there at the curb, and walk down to the beach.
