In Patong, the Aloha Inn is good value. You can make an offer, say 800 baht a night, and refuse to pay for overnight guests. Make sure you have everything clear at the start. It is right in the middle of the bars ect.

Close to the girlie bars in Cebu City is Eddies Hotel. Great place for around $30/night, and walking distance to 10+ bars.
The Cebu Midtown Hotel.... A lot of bars are just a walk away from the hotel.
